Attemped use of Bisected Stamps before authorized date

The St.Croix´s post offices were not authorized to accept bisected stamps on this date. The Frederiksted postal clark did not accept the bisected stamp as having paid the two cents postage, and the other diagonalhalf was added. Letters could be mailed without a stamps, but the receiver would have had to pay four cents postage due. 

Two day later, February 11, the St.Croix postmaster announced that bisected stamps could be used.

Most of the cover´s backside has been removed.

The stamp is printing 4, position 75 with “line above TI” flaw.
